Gerald,
You are correct the seal appears flush.
The bushing is slightly beveled so the seal doesn't contact.
The hexhead is approx 3/8" thick. The rack and gas spring have sufficient space.

I went and rechecked this morning.
The seal is recessed.

If you research via the Bishop Wisecarver or Hepco websites you discover they are locally represented by Star Hydraulics (or is it Pneumatics) they last spoke of around R700 ($90)per wheel, and they didn't always have stock.
